Smallholder Agribusiness & Resilience Project

The Smallholder Agribusiness and Resilience Project (SARP) is a six-year initiative (2021–2027) jointly funded by the International Fund for Agricultural Development (IFAD) and the Government of Sri Lanka, with an investment of USD 82 million. Covering six climate-vulnerable districts Puttalam, Kurunegala, Matale, Anuradhapura, Vavuniya, and Mannar across the Malwathu Oya, Mi Oya, and Deduru Oya river basins, SARP supports 40,000 rural smallholder households (around 148,000 people) whose livelihoods are increasingly threatened by climate change. The project rehabilitates 260 village irrigation tanks and feeder roads, promotes climate-smart agriculture, and strengthens natural resource management to help farmers withstand floods, droughts, and shifting weather patterns while ensuring food and nutrition security.

 

A key pillar of SARP is inclusive value chain development, which connects smallholder farmers to domestic and export markets, helping them move from subsistence to sustainable agribusiness. To achieve this, the project focuses on four major areas of agribusiness development: agro-enterprise support with grants and training, rural finance to improve access to loans and financial services, agriculture and livelihood diversification including inland fisheries, livestock, and crop development, and nutrition-sensitive agriculture through home gardens and healthy food initiatives. A strong emphasis is also placed on youth entrepreneurship development, equipping young farmers with business skills, innovation opportunities, and leadership roles, as well as social inclusion and gender, ensuring women, youth, and vulnerable groups are fully engaged and empowered. Central to the project is the empowerment of women (50% of participants) and youth (20%), ensuring their active participation in resilient rural development. With this integrated approach, SARP is building climate-resilient, food-secure, and economically empowered communities while driving inclusive and sustainable growth in Sri Lanka’s dry zone.
